To make changes in the system we have identified 9 action areas, which are the central spaces of innovation for the project. Within each area are a set of enabling actions, which can be taken individually or in bundles, and can all contribute towards enabling water smart communities.

The actions derive from the insight gathered in the research phase and reflect the expertise of the partnership. Priority actions will be identified, and these will be furthered developed.

The enabling actions focus our learning and experimentation and are the basis of the tool development and pilot and demonstrators in later stages of the work.

1.1 Increase public awareness of water systems, environmental challenges, and the process behind the provision of water services

1.2 Ensure clearer representation and awareness of the overall value to society and the environment of core services such as water supply and sanitation

1.3 Support organisations to move from a position of 'can't do' to enable them proactively to expand areas of responsibility and collaborate more effectively

1.4 Motivate individual action by integrating clearer targets, incentives, and value mechanisms for sustainable actions beyond core obligations

1.5 Develop methods of effective citizen, community, and wider stakeholder engagement to identify and prioritise values, desired outcomes, and motivations for WSC

1.6 Broaden individual responsibility and 'must-do' roles to deliver long-term economic, social, and environmental value with penalties for inaction

1.7 Maximise the potential for water companies to act as place-based anchor institutions supporting community wealth creation in the local economy and wider outcomes through local asset stewardship

1.8 Gain a better understanding of how water demand is influenced by household technology and physical assets relative to behaviours, values, and value.
